Fresh Details in Fatal Shooting of Two by DCI Officer Revealed

The Independent Policing Oversight Authority (IPOA) has revealed further information regarding the fatal shooting of two people by an off-duty police officer in Makongeni, Thika, on Sunday.
In a statement on Tuesday, the IPOA revealed that the officer involved is attached to the DCI Headquarters Economic and Commercial Crimes Unit.
The deceased were Kennedy Ojuma and Stephen Mwendwa, a boda boda rider, and his pillion passenger. The officer had been involved in a minor accident with them moments earlier.
This is despiteearlier reports that the two were onlookerswho had confronted the DCI officer after the accident.
At around 5:30am on Sunday, the officer was driving his Audi when he was involved in a minor accident with the victims, just 200 metres from the Makongeni Police Station.
An altercation then broke out between the boda boda rider and the officer over who was at fault, and they subsequently headed to the police station to report and resolve the matter. Traffic police officers from the Thika Police Station were requested and arrived at the scene at about 6:00am.
It was at the scene that the DCI officer, who was allegedly under the influence of alcohol, became agitated and shot both the rider and the passenger in the presence of the on-duty police officers, who disarmed and detained him at Thika Police Station.
The bodies of the two victims, Ojuma and Mwendwa, were preserved at Thika General Kago Mortuary, with the autopsy expected soon.
So far, IPOA has obtained all crucial documents, including OB extracts, signals, and the duty roster from both police stations involved as part of its investigation.
Nine police officers from both stations have already recorded their statements with IPOA.
During the officer’s arraignment on Monday at the Kiambu Law Courts, IPOA sought custodial orders for 21 days to complete its investigations.
Furthermore, the authority seeks to oversee the autopsies of the two victims, record additional witness statements, forward the officer’s firearm for ballistic examination, and obtain CCTV footage, among others, as part of the investigation.
Following the shooting, fellow boda boda riderstorched the DCI officer’s Audiin a retaliatory attack.
